پایه و اساس پیشرفت و دست‌یابی به فناوری‌های جدید، انجام پژوهش‌های کاربردی، منظم و دارای برنامه است که دسترسی محققین به تجهیزات آزمایشگاهی پیشرفته و استاندارد را طلب می‌کند. در کشور ما با وجود سرمایه‌گذاری زیاد در خرید تجهیزات پیشرفته و ایجاد آزمایشگاه‌های مختلف، همواره به دلیل ناکارآمدی سیستم خدمات‌دهی این آزمایشگاه‌ها، محققین با مشکل دسترسی به سرویس آزمایشگاهی مناسب مواجه بوده‌اند و تقاضا برای خرید تجهیزات جدید همیشه وجود داشته است. یکی از راهکارهای اجرایی مدیریت این موضوع، ایجاد شبکه‌ای جامع از توانمندی‌های آزمایشگاهی کشور در حوزه فناوری‌های پیشرفته و راهبردی است. به همین منظور، حسب دستور آقای دکتر سورنا ستاری، معاون علمی و فناوری رئیس جمهور، شبکه آزمایشگاهی فناوری‌های راهبردی ایران با هدف هم‌افزایی توانمندی‌های آزمایشگاهی کشور در حوزه‌های مختلف فناوری‌های پیشرفته و راهبردی، از ابتدای تیرماه سال 1393 فعالیت خود را آغاز نمود.
دامنه پوشش این شبکه شامل آزمایشگاه‌های خدماتی است و آزمایشگاه‌های پژوهشی و آموزشی را شامل نمی‌شود. این شبکه علاوه بر مراکز آزمایشگاهی زیرمجموعه سازمان‌های دولتی و وزارتخانه‌های مختلف، مراکز آزمایشگاهی بخش خصوصی را نیز در بر می‌گیرد. بخش‌های آزمایشگاهی وابسته به انواع مؤسسات تحقیقاتی و آموزش عالی اعم از دانشگاه، پژوهشگاه، مرکز تحقیقاتی و مواردی از این دست، می‌توانند در این شبکه عضو شده، فعالیت نمایند.

- بهبود کیفی و افزایش کمی خدمات آزمایشگاهی در حوزه‌های فناوری راهبردی؛
- تسهیل در دسترسی پژوهشگران و صنایع کشور به خدمات آزمایشگاهی؛
- جمع آوری اطلاعات جامع در مورد تعداد و نوع تجهیزات آزمایشگاهی و پراکندگی آن در سطح کشور (با هدف نیازسنجی صحیح برای توسعه توان آزمایشگاهی کشور)؛
- ارتقای دانش فنی کارشناسان آزمایشگاه‌ها از طریق آموزش و به اشتراک‌گذاری تجارب؛
- استانداردسازی فعالیت‌های آزمایشگاهی و ارایه خدمات با نتایج قابل اعتماد؛
- کمک به تکمیل توانمندی‌های آزمایشگاهی مراکز عضو در راستای نیازهای کشور.
